The symptom of the problem is, if you load a project and click on the Design button,
the designer starts to load then pauses and pops up a message referring to an Error Step 3.
The issue is that the Adobe Flash security port 843 is being blocked due to another program using it.
The program that is most likely causing the problem is DropBox.
DropBox is using a port that is used by and generally recognized to be assigned to Adobe Flash. There is a proxy server setting in DropBox if left blank or default, DropBox uses and conflicts with port 843 that Flash uses.
You can shut down DropBox for the period you are using Xpress which frees up port 843 and clears the conflict.
Close DropBox then Close Xpress completely. Then Open Xpress and the error will not appear as long as DropBox is not running.
